Ration card, an important document for all the citizens. It is a legal document issued by the state government to all the citizens who are eligible to obtain a ration card. It is used as an identity proof of a citizen as it comes with the photo affixed on it. It is also used to apply for other legal documents like passport, domicile certificate, voter id card etc. Jharkhand state government is putting all its best efforts to provide all the services to all the citizens. Government has appointed a department who handles the issuance of ration card to the citizens, supply of food and grains to the citizens through Fair Price Shops (FPS). The department name is Food and Civil Supplies Department (FCSD). The department is now trying it best to issue the ration cards to those citizens who still does not hold ration cards. Ration card is issued to all the citizens who are eligible for it. FCSD has scheme of distribution of food grains to the citizens at lower prices. Citizens who are below poverty line are eligible for the scheme mentioned above. Food grains like rice, wheat and sugar are available at these fair price shops. These shops are also known as rationing shops. These shops are located in all the areas for the convenience of the people.
Also state government is planning to introduce e-Ration cards which will be a new technique for all the citizens. e-Ration cards will be made online and all the details will be maintained online. With the help of these e-Ration cards it wil be easy for the department to maintain all the information. The department has categorized ration cards in three parts i.e. Above poverty line, below poverty line and Antyodaya Anna Yojna. Department has categorized ration cards on the basis of economical condition of the citizen. Also government has introduced new schemes for people who holds below poverty line ration cards. The schemes are mentioned below :
Indira Gandhi National Widow Pension Scheme : Under this scheme a widow who is living without husband are entitled to get Rs. 400 per month. They should hold below poverty line ration card. After the age of 60 they get pension according to the old age pension.
Indira Gandhi National Old Age Pension : Under this scheme people who are above the age of 60 they are entitled to get Rs 200 + Rs 200 = Rs 400 per month and after the age of 79 they are entitled to get Rs 500 + Rs 200 = Rs 700 per month. They should hold below poverty line ration card.
Indira Gandhi National Disability Pension : Under this scheme the BPL card holders who are disabled (mentally or physically) are entitled to get Rs 400 per month and after the age of 59 they come under the old age pension.
National Family Benefit Scheme : This scheme is for those people who do not have any source of income and their head of the family is not alive. They are entitled to get Rs 10,000 after the death of their head of the family and they get this amount within a month of the death. People should be between 18 to 64 years of age.
Categories of Ration Card :
Above Poverty Line : People who have stable source of income and are able to fulfill their basic necessities are considered to be above the poverty line. They can use their ration card in obtaining passport, voter id card, domicile certificate etc. They can use it as their identity proof. They are issued pink color ration card. All the details of the family members along with the head of the family is mentioned. Also they are entitled to get 10 kg of ration every month.
Below Poverty Line : People who does not have any stable source of income are not able to fulfill their basic necessities are considered to be below the poverty line. they are entitled to get fixed quantity of food grains from rationing shops. The prices are fixed by the state government as they keep their economical condition in mind. They are entitled to get 35 kgs of food grain at Re. 1 per kg per month. They are issued green color ration card.
Antyodaya Anna Yojna : People who are poorest of the poor are entitled to get this type of ration card. They are eligible to obtain food grains from the rationing shops and quantity and price of food grains is same as for below poverty line. They get yellow color ration card.
The department is working to provide the facility of fair price shops in all the areas for the convenience of all the citizens. Fair price shops are getting established in urban as well as in rural areas. They provide all type of food grains at lower prices to the people who hold BPL ration cards and AAY ration cards. Department has also appointed contractors to monitor the allocation of food grains at the fair price shops. They take care of the distribution of food grains to the card holders. They aim at equal and transparent distribution of food grains to all the card holders. Department also provides the facility of storage of food grains in all the areas.
Now comes the procedure to apply ration card and the documents required to be submitted along with the application form. The department has decided a procedure to apply for ration card which the applicants are suppose to follow step wise. The procedure and documents are mentioned below.
Documents Required : Applicant has to submit the documents mentioned below with the application form which are mandatory. Here applicant means the head of the family.
Income proof : Applicant has to submit his or her income proof / certificate. On the basis of income certificate the ration card ( APL, BPL, AAY) will be issued to the applicant.
Age Proof : Applicant has to submit the age proof. It can be his or her birth certificate or 10 th class school certificate or school leaving certificate.
Address Proof : Applicant also has to submit the address proof. It will help the inspectors to verify about the applicant. It can be his or her electricity or water bill, or bank pass book etc.
ID Proof : Applicant is suppose to submit the copy of his or her copy of voter id card.
NOC or Surrender Certificate : Applicant has to submit the NOC or surrender certificate in case of replacement, transfer from once to another or renewal.
Photographs : Applicant should submit his or her passport size photographs.
Once all the documents are arranged the applicant has to follow the further procedure.
Further Procedure :
Applicant has to fill in the application form which is available at the concerned area office or at the website http://archive.jharkhand.gov.in/Forms/9_Application%20Form%20for%20Ration%20Card.pdf
Applicant has to fill in all the required information (name of the head of the family, age, complete address, information of the property etc ).
After filling the application form applicant has to visit the concerned area office and submit the form along with the documents.
On submission of the form applicant will get an acknowledgment receipt in which the expected date of delivery of ration card is mentioned.
