Ration card in all states is an important and vital document. It is considered to be an identity proof for all the citizens. The state government of Chattisgarh has appointed a department which takes care about the issuance and all other queries regarding ration card. The department is known as Public Distribution System. Chattisgarh is the fastest developing state of India. It leads in the manufacturing steel and electricity. It has the population of 25.5 million which is a huge number. It is the duty of state government to take care of the employment and feeding of the population. A state only grows when its people of the state grow. In order to grow it is important to get employed and fulfill the basic necessaries. In every state population is divided into different classes like rich class, middle class and lower middle class. People of rich class have good employment and they are able to fulfill their basic needs easily and also they are able to save a small part of their earnings at the same time. Middle class people have a stable source of income and also they are able to fulfill their basic needs but they are not able to save anything from there earnings. Where as the lower middle class is concerned their source of income is not stable and they are not even able to fulfill their basic needs. State government has taken measures for lower middle class population so that they can fulfill their basic needs of daily basis.
Government has taken measures to provide them employment, free education to their children, providing them food grains at lower prices on the monthly basis. To provide food grains they have started fair price shops which are also known as ration shops in all the areas of the state. The department has issued ration cards to all the citizens. Ration card has various uses like it is used in applying for passport, domicile certificate, voter id card and also to obtain food grains from the ration shops. The facility of food grains is only provided to those people who does not have stable income and are not have to fulfill their basic needs. These people are considered to be below poverty line. Labours, rickshaw pullers, disabled, who are not in a condition to work, senior citizens who does not have any source of income comes under this category. Department has started a scheme to provide 2 kgs of iodized salt, 2 kgs of gram at Rs 5 per kg, 2 kgs of pulses at Rs 10 per kg. Where as the other two classes of people are concerned they are not eligible to obtain food grains from the ration shops at lower prices. Ration card is used as an identity proof as it comes with the photo affixed on it. Ration card contains all the information about the ration card holder (along with the members of the head of the family) like name, age, information about the occupation.
The State Food, Civil Supplies and Consumer Protection Department has divided ration card into 3 categories on the basis of the economical condition of the citizens. Department issues the ration card to the applicants on the basis of their economic condition. The different category is mentioned below :
Above Poverty Line : People who have stable income and are able to fulfill their basic needs on the regular basis. They are not entitled to get food grains from the ration shops at lower prices.
Below Poverty Line : People who does not have any stable source of income and are not able to fulfill their basic needs on th regular basis. They are entitled to get food grains from the ration shops at lower prices.
Antayodaya Anna Yojna : This type of card is issued to those people who are poorest of the poor. They get the same facility like people who are below poverty line.
This facility is available in urban as well as rural areas of Chattisgarh. Department has established several fair price shops in all the areas (urban as well as rural) for the convenience of the citizens. Also department has established several ration card office where citizens can apply for ration cards and also solve their queries regarding their ration cards like applying for the duplicate ration card, addition or deletion of name in the ration card, to apply for the surrender certificate or NOC etc.
In order to apply for a new ration card applicant has to follow a simple and easy procedure. The procedure is mentioned below :
The first step would be to visit the nearest office of ration card / SDM office / Tehisl office / Fair Price Shop and collect the application form of the ration card.
The next step would be to fill up the form with all the details of the head of the family and along with the family members.
Also the applicant has to fill the category (APL, BPL or AAY) for which he or she has to apply the ration card for.
Applicant is suppose to attach the required documents along with the application form. (Documents – Address proof, voter id card or passport, passport size photograph, and required affidavits, if applicant has to apply for AAY or BPL card then he or she has to submit income certificate).
Once the applicant submits the application form along with the documents to the officer / operator in the ration card office.
Officer / Operator will give an acknowledgment slip to the applicant in which the expected date of delivery of ration card is mentioned.

Note : Once the process will get completed the applicant will get a notification from the department and applicant can collect their card. However the process takes 5 to 30 days if all the documents are in place and the application form is filled correctly with all the required information.
